Highworth Community Partnership Group (HCPG)
Terms of Reference

1. Aims:

1.1 The aim of the Group is to act as a consultative body to prepare a Local Community Strategy and Action plan that helps to:

  • Consult and liaise with the Population of Highworth.

  • Bring together information on the area.

  • Identify the main goals the area needs area to achieve.

  • Identify a clear vision for the future.

  • Identify priority projects and actions.

2. Objectives:

2.1 In support of these aims the group will:

2.1.1 Establish priorities and targets together with agreed actions and milestones.

2.1.2 Promote sustainability of Highworth Community Partnership Group.

2.1.3 Create opportunities for groups to come together.

2.1.4 Agree the direction of and the co-ordination of supporting activities by the Group and its task groups in order to:

  • Produce a ‘delivery' action plan for the Local Community Strategy and Action Plan

  • Produce the Local Community Strategy and Action Plan

  • Monitor progress 

2.2 Supporting Activities to enable the group to achieve their aims:

2.2.1 Publicity.

2.2.2 Identification of other stakeholder groups.

2.2.3 Development of community profile.

2.2.4 Consultation with the community including hard to reach groups/individuals.

2.2.5 Preparation of draft Vision.

2.2.6 Consultation on the draft Vision.

2.2.7 Preparation and production of Local Community Strategy and Action Plan.

2.2.8 Monitoring progress.

2.3 Liaison with Accountable bodies such as Highworth Town Council, Wiltshire Market Towns' Partnership and Swindon Borough Council.

3. Membership:

3.1 Membership of the steering group will be open to all interested volunteers and composed of not more than 14 members, who should be Highworth residents.

3.2 The Group shall have the power to co-opt when necessary and appropriate other members as specialist advisors.

3.3  Membership of the Highworth Community Partnership Group will be reviewed annually, however, vacancies may be filled throughout the year with the agreement of the Steering Group.

3.4 A member of the Highworth Town Council should be invited to join the Group.

4. Meetings:

4.1 The Group expects to hold 10 meetings within an initial plan period of one year to which all members will be invited and to whom the agenda and papers will be sent in advance. (to be reviewed, as necessary).

4.2 The quorum of the group shall be at least 5 members of the group with at least one representative from each task group.

4.3 Meetings shall be no longer than 2 hours in length.

4.4 Meetings of the Highworth Community Partnership Group shall be open to the public, except to the extent that they are excluded by resolution.

4.5 A period of 20 Minutes (?) shall be set aside at the commencement of each meeting inorder that memebers of the public may ask questions or raise points for the consideration of the Steering Committee.

5. Voting:

5.1 All members of the Steering Group, except those co-opted as specialist advisors (who shall not have a vote), shall have one vote.

5.2 Decision-making will be by an open majority vote by those present and voting following debate of key issues.

5.3 The Chair will have the casting vote.

6. Officers:

6.1 The Steering Group will elect officers comprising a Chairman, a Secretary and a Treasurer as a minimum.

7. Administration:

7.1 Servicing of the group shall be undertaken by the Minute Taker or whoever the group shall determine from time to time.

7.2 Minutes of meetings will be circulated to all Members within two weeks of the meeting.

8. Finance:

8.1 Highworth Town Council shall act as the accounting body.

8.2 The Town Council shall set up a separate budget code to manage the funds.

8.3 At least two members, approved and minuted by a meeting of the Steering Group shall be signatories to the release of payment(s) from the Town Council.

9. Dissolution:

9.1 The Highworth Community Partnership Group may be dissolved at any time by a resolution passed at an Annual General Meeting or Special General Meeting of the Highworth Community Partnership Group by two thirds of the Highworth Community Partnership membership. At least twenty one days notice of such a meeting shall be given in writing to all members. Any assets remaining after payment of all debts and liabilities shall be distributed to a charitable group with similar aims, or failing that, shall be used for some other charitable purpose.
